They may seem very cold, and this can come as a shock to people from relatively more “open” cultures such as Australia or Italy. There is a huge emphasis on mutual respect and privacy, so the chances of two people becoming lifelong friends just from chatting at a bus stop are very slim. This is just part of the local culture and does not mean that people are hostile in any way.
